I am looking for an inexpensive way to be able to scrape business info from the Canadian government's provincial directory at http://www.gov.pe.ca/business/directory/search.php3?startat=20 and export to excel or csv file.

A sample listing is here -- http://www.gov.pe.ca/business/onebusiness.php3?number=16291

Any suggestions, warnings, etc appreciated.

It would need to extract the following data items as provided
Business Name:
Location:
Contact Person:
Telephone Number:
Alternate Telephone:
Fax Number:
Email Address:
Website URL:
Physical address:
Mailing address:
Map URL:
Area Of Business:

It is some upfront cost, but well worth...

If you collect all the info direct from the gov sites it may be to tedious and you may run into a copyright infringement.
