Help "Localization ?"

Is there a simply way to customize a website (Static HTML or Wordpress) with an inserted city that matches a visitors location?

I seems to think it is based upon the IP address that they come from but for the life of me I can't find it when I really need it

However, since the reader's geolocation is personal information, you'll have to actually ask him to give it to you before your personalization will kick in (I believe)
